Essential Job Functions of this Position:
The Junior Procurement Analyst will apply NAVAIR Procurement Initiation Documents (PID) policies and procedures to create Procurement Initiation Document (PID) packages. He/She will interface with various members of the PMA staff to identify requirements, develop, review, generate and route Acquisition and Procurement documentation. Will also prepare PIDs and coordinates PID/Procurement actions for a major program office. Candidate will perform other acquisition related duties as required. Specific duties include:
- PID Package Development and Tracking/Reporting. Must have knowledge well enough to be the liaison with the program IPTs, Contracts and Legal to establish PID Packages and create tracking/reporting requirements. This includes holding Procurement Planning Conferences (PPCs), establishing and maintaining contract schedules and documenting milestones in Procurement Planning Agreements (PPAs) and PMT, providing assistance in developing pre/post award contract documentation, and tracking/reporting contract actions through completion. Coordinating the review of procurement documents to assure integration of applicable policies, procedures, contract provisions and data requirements.
- Assisting in the timely and accurate preparation/coordination of procurement packages/requests to include Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), Certificates of Urgency, Justifications and Approvals (J&As), and other acquisition documents.
- Managing, tracking, and updating all procurements in the Procurement Management Tool (PMT).
- Maintaining a documented PID Process for the program
Qualifications - Education and Relevant Years of Experience
Bachelor's degree and three (3) years of experience is required. Must be proficient with MS Office Suite; have experience or understanding of security procedures; possess excellent oral and written communication skills; have the ability to work in a fast-paced, dynamic environment and interface with all levels of management. Should have excellent time management, scheduling and organizational skills and have the ability to work both independently and in a team setting. Access and knowledge with the following tools is desired but not required: PMT, TopVue, NSERC SharePoint, ASSIST and CSPT.
Must have the ability to obtain a Secret security clearance.
