Job Background:
NAVAIR requires Systems Engineering Expertise in Network, Data link (such as Link 16) and shipboard Approach and Landing systems (such as JPALS) in the development of Unmanned Carrier Aviation (UCA) capabilities in the lab, ground and flight test activities.
Essential Job Functions of this Position:
- Applies engineering principles to investigate, analyze, plan and design, develop, implement, test or evaluate military weapons systems. Reviews and prepares engineering and technical analyses, reports, change proposals and other technical documentation. Applies systems engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes, designs, develops, implements, tests, or evaluates software, components, or systems related to engineering or functional requirements of military weapons systems, associated support systems.
- Interoperability and technical standards management
- Track program milestone activities and performance metrics; develop task schedules and cost estimates including risk mitigation activities and cost-benefit trade analyses
- Develop products for acquisition milestone reviews in accordance with Department of Defense policy, specifically authoring and managing the program's data dissemination and services strategy and the program's technology standards configuration management and compliance process
- Author technical memorandums for the program's Chief Engineer, technical review papers for the engineering staff, and risk reduction and affordability plans
- Generate formal agreements between military service departments and governmental agencies
- Coordinate with Prime Contractor representatives on technical requirements validation including configuration management of system requirements and review Prime Contractor generated technical documents including requirements and design documents, test plans, risk mitigation plans, technical papers, and verification documentation
- Oversee Prime Contractor adherence to statement of work and contractual requirements
- Generate Prime Contractor performance evaluation criteria and document performance review for monetary award periods of performance
- Manage the day-to-day activities of DoD Architectural Framework (DoDAF) system design architects, engineers and technical experts with various operating and engineering disciplines, and laboratory and test personnel
- Interface with fleet users to ensure that fleet requirements have been properly translated into technical capabilities and that system of systems interfaces achieve expected interoperability
- Construct and present briefing materials to senior leadership
- Develop DODAF architecture products for acquisition documentation in accordance with DoD 5000.2, CJCSI 6212, and CJCSI 3170 series of policy, including Information Support Plan (ISP) documentation; specifically managing the standards compliance and waiver request configuration management process and authored the BAMS program data dissemination and service strategy
- Developed the framework for platform/network standards interfaces for National Imagery Transfer Format (NITF) and discovery metadata compliance for sensors such as: Electro-Optical/Infrared (EO/IR), Synthetic Aperture Radar (SAR), and Inverse Synthetic Aperture Radar (ISAR) sensor, Automatic Identification System (AIS), SIGINT (ESM and COMINT) etc. products
- Reviews of trade studies and DoD and Navy network and Processing, Exploitation, and Dissemination (PED) studies
- CM for Change Requests (CRs) and over 400 Information Technology standards impacting elements of the aircraft, communications, ground segment, and support system of the overall program
- Represent PMA at Navy, Joint, and Industry technical standards boards
Qualifications - Education and Relevant Years of Experience
Bachelor's degree from an accredited institution in Engineering, Mathematics, Physics or a related discipline and ten (10) to fifteen (15) years of relevant experience in an engineering position, three (3) of which directly relate to naval systems is required. Must have an active Secret security clearance.
Specific skill sets, abilities desired:
- Should have a demonstrated knowledge in the area of Network Engineering, JPALS and/or Link-16
- Engineering and acquisition experience in support of NAVAIR acquisition programs.
- Interoperability and data links, such as Link-16, integration management and engineering activities.
- Shipboard take-off and landing systems, such as Joint Precision Approach Landing System (JPALS) integration
- Additionally, any experience in developing software and coordinating software and integration efforts a plus.
- Engineering experience with software and integration activities for communications and data link projects. Integration experience translates into the world of interoperability; experience of responsibility of coordinating technical agreements across multiple programs/projects and Service activities, unmanned program experience desired.
