The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. PROGRAM DESCRIPTION

The Assistant Controller for Accounting Operations and will report directly to the Controller. The Controller leads financial management activities consistent with contract requirements, Leidos, and NCI Frederick policy. Serving as the Assistant Controller, the successful candidate will perform within broad statutory, regulatory, and contract requirements by determining, coordinating, executing, and approving policies, procedures, and other initiatives governing the accounting operations.

The incumbent serves as the second-line supervisor for the Accounts Payable and General Accounting Teams and as the first-line supervisor for the Payroll Team. The position will act on the Controller's behalf during absences, and will regularly assist the Controller by providing financial advice and assistance to both the Controller and the Director of Financial Operations regarding accounting

KEY ROLES/RESPONSIBILITIES
  • Ensure the timeliness and accuracy of employee pay for a population of approx. 2400 employees
  • Confirm payroll files are accurate and error-free before submittal to bank
  • Review all tax returns before submission to all taxing authorities
  • Work closely with Human Resources and IT Staff to resolve any/all payroll issues
  • The incumbent will also supervise the managers of the Accounts Payable and General Accounting Teams
  • Supervise and assist the Managers of the Accounts Payable and General Accounting Teams with daily operations
  • Meet internal and external customers' requirements
  • Coordinate among the three Teams to achieve the desired results in a cooperative and team-oriented manner
  • Establish goals for direct reports, provide performance feedback, rewards, and recognition to staff
  • The Assistant Controller will also complete other work assignments as requested/assigned by the Controller.

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in business/accounting or a related field or four (4) years relevant experience in lieu of a degree. Foreign degrees will be evaluated for U.S. equivalency
  • In addition to the educational requirements, a minimum of six (6) years of progressively responsible experience, with four (4) years in a manager or leadership role
  • This position also requires a CPA or a CPA candidate
  • Must possess an intermediate to advanced level of experience in the use of spreadsheets, databases, and financial planning tools
  • Proven ability to collect and analyze information in a complex and dynamic operating environment
  • Knowledge of general accounting and financial management concepts
  • Solid communication skills
  • Intermediate to Advanced Excel and database skills/abilities
  • Familiarity with government contracting
  • Ability to multi-task in complex/dynamic operating environment
  • Possess strong customer service orientation, including both internal and external customers
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Working knowledge of appropriate federal government contracting rules, regulations and various contract types, indirect cost pools, and forward pricing
  • Experience with Deltek Costpoint modules, including Deltek Time and Payroll
  • This position requires a solid financial/accounting background with a deep understanding of contracts, contract types, funding requirements, and analytical skills
  • Experience managing in-house payroll and taxes for multiple states
