The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. PROGRAM DESCRIPTION

Leidos Biomedical Research, Inc.'s Financial Operations Directorate utilizes multiple systems and a significant amount of data within those systems. We are currently looking to add a Program Manager to our team to harmonize, optimize, and improve those systems for maximum benefit of our staff and the stakeholders of the FNL, both internal and external. This position will also be heavily focused on process improvements across the Directorate. This position is planned to be full time remote.

KEY ROLES/RESPONSIBILITIES

The Program Manager will be responsible for several initiatives including payroll optimization, indirect rate management including the annual planning and monthly evaluation of Indirect rate related activities as well as the implementation of FocusPoint as the planning tool, and other ad hoc exercises as needed.

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in business/accounting or related field or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to educational requirements, a minimum of eight (8) years of database and systems experience
  • Must possess intermediate to advanced level of experience in use of excel spreadsheets, databases, and financial planning tools
  • Fundamental understanding of Indirect rate constructs and practices
  • Experience with Deltek Costpoint modules particularly Deltek Time and Payroll
  • Familiarity with FocusPoint
  • Proven ability to multi-task, collect and analyze information in a complex and dynamic operating environment
  • Strong customer service orientation, including both internal and external customers
  • Strong communication skills
  • Ability to participate in systems evaluation, implementation and testing of both new and existing system upgrades
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Strong financial/accounting background with analytical skills and a working knowledge of appropriate federal government contracting rules, regulations, various contracts, contract types, indirect cost pools, forward pricing, and funding requirements
  • Strong familiarity with LBR systems, tools, and existing financial processes
  • Knowledge or experience with Cognos; and IBM Planning Analytics
