PROGRAM DESCRIPTION

The Contracts and Acquisitions (C&A) directorate provides all contract management, export control, purchasing, subcontracting, receiving, warehousing, distribution, and transportation services in support of the Frederick National Laboratory for Cancer Research (FNLCR) operations including NCI-Bethesda, National Institute of Allergy and Infectious Diseases (NIAID) and other institutes.

KEY ROLES/RESPONSIBILITIES

Provide Acquisition data analyses to the Acquisitions Department. The data analyses include but are not limited to compiling reports and assisting with data calls to maintaining Closeout Team reports, maintaining Subcontracts Lifecycle Management (CLM) system documentation as well as participating in weekly CLM meetings to identify system functionality updates. Provides training to staff using the ERP Systems. This position reports to the Acquisition Business Operations Manager.

RESPONSIBILITIES:
  • Analyzes complex business problems and issues using data from internal and external sources to provide insight to decision-makers
  • Creates specifications for reports and analysis based on business needs and data elements required or available
  • May directly produce data sets and reports for analysis using system reporting tools
  • Responsible for maintaining training materials and documentation
  • Assists in Policy and Procedural tracking through updates of assigned programs
  • Responsible for extraction of data, analysis, and assembling reports i.e., Metrics, program spend, ad-hoc data calls
  • Assists Acquisition Business Operations Analyst IV and Manager with varying tasks within the directorate and works as Liaison with other directorates
  • Provides training for subcontract-related processes
  • Assist with creating and implementing process improvements
  • Assist subcontracts team with other contract administrative tasks
  • Performs other related duties as assigned

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a (CHEA) Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • Minimum of five (5) years related experience
  • Ability to independently prioritize and complete multiple tasks/projects on time
  • Advanced level proficiency in Microsoft Excel, comfortable working with pivot tables, graphs, charts and data analysis techniques
  • Moderate to advanced level of technical subcontracts expertise
  • Demonstrated ability to work as a strong contributor in a team environment and able to interact with all levels of management and staff
  • Comfortable with leading meetings and designing presentations in PowerPoint
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Experience working with Costpoint, Cognos, SharePoint, and Hyland OnBase
  • Experience working in a government contracting environment
  • Understanding of the subcontract closeout process
