TITLE: Financial Analyst - SME (SECRET clearance req'd)

LOCATION: Virginia Beach, VA (Dam Neck Annex)

OVERVIEW

Streamline Defense is seeking an exceptionally-qualified candidate to serve as a Financial Analyst - Subject Matter Expert (SME) supporting the Naval Special Warfare Development Group (NSWDG), located on Dam Neck Annex in Virginia Beach, VA. The contractor shall provide financial auditability to the Resource Management Directorate (RMD) within the current funding streams per Financial Management Office (FMO) mandate. Additionally, the contractor will ensure support for the Standard Accounting Budgeting Reporting Systems (SABRS), as well as post-migration support for the integration of General Fund Enterprise Business System (GFEBS) under the Systems Application and Products (SAP) Enterprise Resource Planning (ERP) in order to capture NSWDG financials.

RESPONSIBILITIES
  • TRAINING.
    • DevelopTraining Planand related training materials for SMARTS reporting and creation of SMARTS reports (Query Studio and Report Studio levels) to be provided as identified/needed by RMD personnel, and as directed by COR.
    • Training shall be provided in-person on-site using government provided collaboration tools, and training materials shall include, but not be limited to: budget execution, allocations, reimbursable processing, creation of funding documents both in manual feeder systems and SABRS and GFEBS/SAP-ERP, abnormal conditions, status of funds reporting via SABRS/SMARTS and GFEBS/SAP-ERP/BEx/WebI Reports and processes for the management of Transportation of People (TOP), Transportation of Things (TOT), Government Purchase Card (GCPC), Fuel and MILSTRIP using R-Supply.
  • COMMUNICATIONS.
    • Actively participate in meetings with RMD personnel to provide a summary of issues, description of problems and proposed resolutions that shall also include any actions taken for troubleshooting.
    • Develop and maintainTrackingTools/Templatesfor tracking status of all system issues or outstanding issues to include but not limited to trends, corrections, issues, data calls, system up/down times, SAAR creation and modification, table updates, financial framework structures, expenditures and liquidations, authorization postings, and reimbursable document processing.
  • DEPLOYMENT READINESS.
    • Monitor, document, and provideOngoing Support Requirements (OSR)resolution support via in-person, emails, and/or phone calls. Coordinate directly with the applicable help desk for any major issues requiring assistance, and communicate any assistance requested from help desk to RMD personnel as directed by COR.
    • Provide support on SABRS and GFEBS/SAP-ERP table management to include validation for duplicates and exclusions.
    • Assist with customer system access to SABRS, SMARTS, GFEBS/SAP-ERP and SAP BI tools.
  • SUPPORT AND SUSTAINMENT.
    • Identify training gaps and the need for Standard Operating Procedures (SOPs)/command guidance/RMD guidance based on errors shown on daily/weekly/monthly SMARTS, BI reports, weekly RMD meetings, and HHQ/HQ coordination meetings.
    • Monitor financial management operations via available tools provided by SABRS/SMARTS/GFEBS/SAP-ERP/BI Tool, in supporting continuous projection of future and revised requirements as situations change with Command's (RMD) mission as directed by COR.
  • REPORTS AND METRICS.
    • Coordinate with HHQ/HQ and development KPI(s) recommendations for GFEBS/SAP-ERP for reporting metrics for RMD staff (Accounting, Budget, Travel and Disbursing) as needed.
    • Provide recommendations for resolutions for any deficiencies found in both financial systems
    • Coordinate with (COR) designated RMD personnel to incorporate SABRS/SMARTS/GFEBS/SAP BI reports into established financial management metrics to include, but not limited to: budget execution, quarterly spend rates, Funded Reimbursable Authority (FRA), lost opportunity, and DAR-Q program.


REQUIREMENTS
  • Active Secret security clearance.
  • Bachelor's degree in a related discipline; OR eight (8) years of relevant technical experience.
  • Experience with SABRS, SMARTS, GFEBS/SAP, SAP BEx, SAP WebI, and various feeder systems such as, but not limited to Defense Travel System (DTS), Citibank Direct, (GCPC); Funds Administration and Standardized Document Automation (FASTDATA); Central Financial Management System (CFMS); Integrated Automated Travel System (IATS); Standard Labor Data Collection (SLDCADA): Relational Supply (R-Supply); DLA Enterprise External Business Portal System (EEBPS); and SYNCADA for Freight Bill Payments.
  • Possess expert level computer skills with application such as Microsoft Office Suite applications to include Word, Outlook, Excel (Pivot Tables, V-lookup, Formulas, and Concatenate), PowerPoint and Project.
  • Possess strong briefing skills and ability to speak in front of large audiences.
