OVERVIEW
Streamline Defense is seeking an exceptionally-qualified candidate to serve as a Course Lead in support of the Naval Small Craft Instructional & Technical Training School (NAVSCIATTS) on Stennis Space Center, MS. The purpose of this requirement is to provide logistics support and training to NAVSCIATTS to meet Conditions and Standards set forth in the Training Curriculum in the following areas: Strategic Leadership International Course, Waterborne Instructor Course Coastal/Riverine, Patrol Craft Officer Coastal/Riverine, Outboard Motor and Diesel Systems Overhaul and Maintenance, Technical Welding and Repair, International Small Arms Maintenance, International Tactical Communications Course, Combat Life Saver Course, Instructor Development Course, Special Operation Forces (SOF) Tactical Patrol Leader, Unit Level Supply, Unmanned Aerial System (UAS) Operations and Planning, Patrol Craft Advanced Training Coastal/Riverine, Range Operations Safety, Intel Fusion Operations and Integration, and Rule of Law and Disciplined Military Operations.
RESPONSIBILITIES
- Assist with development, instructional support, and training analysis for operational and logistical requirements to support NAVSCIATTS. Employ expertise in the methodology of curriculum, question and test development, effective classroom and lab instructional techniques, employment of training aids, student progress measurement strategies and course management. The subject matter expertise and responsibilities include developing, revising, and maintaining courses of instruction and the following:
- Writing correspondence in professional format on a daily basis.
- Using computers, programs, and computer-related devices with MS PowerPoint, Excel, OneNote, Navy's Sked program, and utilization of smart boards.
- Utilize excellent verbal and written communication skills to work with foreign
- trainees. Provide staff and trainees with opportunities to further develop public speaking techniques and personal presentation tips for speaking and presenting publicly.
- Utilize interpersonal relationship skills to ensure team cohesion and effectively manage time to meet deadlines.
- Utilize Operational Risk Management knowledge and expertise to teach and define risk management which develops central ideas.
- Utilize in-depth knowledge and comprehension of written and oral communication principles and practices to present information to key leaders and trainees daily.
- Assist with the management of assigned courses.
- Assist with training analysis, instructional support, and utilize skills in the methodology of curriculum and test question development, effective classroom instructional techniques, employment of training aids, student progress measurement strategies and course management.
- Utilize written and oral communication principles, methods and techniques; analytical methods; and interpersonal relations practices.
- Assist in analysis, design, development, implementation, and evaluation of curriculum for assigned courses, to determine the need for new or revised curricula. Shall communicate with the Government Representative, Training Officer (TO) and Learning Standards Officer (LSO), boat drivers, engineers, technicians, contractors, vendors, and manufacturers to assist in the development of new curricula.
- Assist with coordinating schedules between Operational, Communications and Maintenance related courses in order to support end of course Field Training Exercises (FTX).
- Assist in revising, developing, and implementing long range plans to anticipate and incorporate new procedures and technological developments into the respective curriculums.
- Assist with training analysis and instructional support for various weapon systems, outboard engines, navigation, and communications equipment.
- Assist with evaluating training aids and providing recommendations to determine need for upgrades or changes.
- Be able to provide instruction and information regarding the inspection, preventative maintenance, modification, technological developments and operation of SOF unique watercraft.
- Be able to provide instruction and information regarding program and technical support for various watercraft equipment and weapon systems in accordance with the following Naval Instructions: OPNAVINST 5100.19E, Safety Precautions for Forces Afloat; OPNAVINST 3500.39C, Operational Risk Management; OPNAVINST 4790.4 Series, Maintenance and Material Management (3-M) Manual; and OPNAVINST 5530.13C Arms, Ammunition and Explosives Physical Security.
- In order to provide technical instruction on range safety, shall complete all specific criteria in accordance with COMNAVSPECWARCOM INST 3591.1C and be designated in writing by the Commanding Officer, in order to conduct duties as Range Officer In Charge (ROIC) and Range Safety Officer (RSO).
- Assist with planning inputs to the Learning Standards Office (LSO) and Course Curriculum Model Monitor (CCMM) relating to the development, maintenance, or revision of their assigned course.
- Assist with coordinating the training program with all assigned personnel and maintain Instructor-Training Records (ITRs).
- Assist and support the instructor certification program and in coordinating the evaluation program.
- Assist with conducting scheduled and unscheduled contractor instructor evaluations to ensure quality training and delivery techniques are utilized.
- Assist with collecting and analyzing feedback from student critiques, course exams, and instructor feedback and provide training quality indicator summary data to the Learning Standards Office (LSO), Training Manager (TM) and the Course Curriculum Model Manager (CCMM).
- Provide observation and assistance to ensure exam security and testing during exams and testing.
- Assist with Academic Review Boards.
- Assist with evaluation of course curriculum.
- Assist with testing and ensuring exam security.
- Assist with maintaining and updating Command Corporate enterprise Training Activity
- Resources System (eTARS) and Catalog of Navy Training Courses (CANTRAC) databases.
REQUIREMENTS
- Active Secret security clearance.
- Six (6) years' leadership and instructor experience in a formal training environment with no degree, or four (4) years' leadership and instructor experience in a formal training environment with a degree or certificate in either Education or Instructional Development.
- Four (4) years' experience as a Navy Enlisted Qualification (NEC 805A) Instructor.
- US Navy Master Training Specialist (MTS) certification or other agency equivalent.
- Six (6) years' experience in course curriculum management.
- Five (5) years' experience in oral communication principles, methods and techniques.
- Five (5) years of military leadership and training experience in providing and planning instruction aimed for an international military audience.
- Five (5) years' collective experience working with/implementing in their respective course: OPNAVINST 5100.19 Series, Safety Precautions for Forces Afloat; OPNAVINST 3500.39 Series, Operational Risk Management; OPNAVINST 4790.4 Maintenance and Material Management (3-M) Manual; and OPNAVINST 5530.13C Arms, Ammunition and Explosives Physical Security.
- Shall be able to complete the Personnel Qualification Standard (PQS), mental, medical, and financial screening, along with the Commanding Officers concurrence in writing within six months of employment, as a "High Risk Instructor" per guidelines set forth in OPNAVINST 1500.75 Series, Policies and Procedures for Conducting High-Risk Training. Courses taught incorporate the use of dynamic and static small arms "Live Fire" action during course of instruction.
- Be physically fit and able to work in an environment that is fast-paced while completing multiple tasks and meeting required deadlines.
- Level 1 Fitness Standard: Able to manipulate all equipment utilized within courses; able to on and off-board all vessels utilized within courses; able to sustain being underway during training evolutions.
- Be able to work non-standard schedules to satisfy training requirements as required.
- Write correspondence in accordance with SECNAVINST M-5216.5 Correspondence Manual as required. Attend and satisfactorily complete all Government required training associated with job responsibilities. The instructor training internal to NAVSCIATTS as part of the instructor development requirements in accordance with NAVEDTRA 135C is conducted as part of the on-boarding process.
